AI Heads to Washington as Congress and Tech Titans Discuss AI Regulation

Politicians and business leaders are finally getting serious about AI regulation, as both parties held a closed-door meeting to discuss the matter at hand.

Here’s what we know so far:

• The discussion was organized by Senate Majority Leader Chuck Schumer.

• Participants included Bill Gates, Elon Musk, Sam Altman, Mark Zuckerberg and several senators.

• Elon Musk called the gathering ‘historic’ and alerted the attendees to the ‘civilizational risk‘ that AI poses.

• Participants also discussed immigration and the need for tech talent in the US.

• Schumer said that almost all the participants agreed that there was some need for regulation, although there were no specifics about any new policies.

While politicians and tech tycoons discussed the risks of AI this week, leaders in the military and the cybersecurity community are anticipating a potentially more important - and riskier - technology: quantum computing.

In case you’re not familiar with quantum computing, it’s a form of advanced computing that can carry multiple calculations simultaneously, unlike conventional computing which can only carry out calculations sequentially.

• Leaders in the military and cybersecurity community believe that quantum computing could become a potentially serious threat in 4 - 6 years.

• Quantum computers have been proven to vastly outperform traditional computers on specific sets of problems.

• A vastly outperforming computer like this could pose a serious threat to cybersecurity across several critical industries like banking and logistics.

• While potentially impactful in the future, the technology is currently limited by a lack of ability to reduce probabilities of errors. Extreme temperatures required to operate the computers are also a barrier.

AI is better at coming up with prompts for AI than humans

Optimization by PROmpting (OPRO) is a new approach that uses LLMs as optimizers for real-world problems. The LLM generates fresh ideas based on a prompt comprising earlier solutions and their assessments throughout each optimization phase. When it came to task accuracy, OPRO-optimized prompts outperformed human-crafted prompts by as much as 8 percent on the GSM8K sample and 50% on Big-Bench Hard tasks. Read more
